A Switzerland to Malaysia pet move needs a MAQIS import permit, an ISO microchip, a current rabies vaccination and an official health certificate signed by your cantonal veterinary office. Switzerland is not on Malaysia's scheduled-country list, so every dog and cat serves at least seven days of quarantine at KLIA. Two things make the route slower than it looks: the Swiss certificate is built for Malaysia rather than pulled off a shelf, and there is no non-stop sector from Zurich.
Introduction: a European move with an un-European ending
Swiss owners arrive with a pet passport, a chipped animal and a spotless vaccination record, which is why the Malaysian answer surprises them. None of it avoids the kennel at KLIA, and the Swiss paperwork takes longer to produce than most European exit paperwork.
Most families we speak to in Zurich, Geneva or Basel have moved a pet before, and inside Europe it is a passport, a scan at the border and nothing else. Malaysia does not work that way, and nor does the Swiss export side once the destination sits outside the EU.
This guide covers what a Switzerland to Malaysia pet import actually asks for: where Switzerland sits on Malaysia’s country list, who signs the export certificate, the breed lists that can block a dog, and how the weeks fall. My Pet Mover clears these arrivals at KLIA under the same Malaysian pet import process we run on every inbound file. First, the crate and the cargo hold, which is where most owners start worrying.
Where Switzerland sits on Malaysia’s country list
Malaysia’s Department of Veterinary Services reissued its country lists on 13 March 2026. Austria and Germany are on the scheduled list; Switzerland is not, so a Swiss pet arrives from a non-scheduled country and quarantine at KLIA is compulsory.
Malaysia divides the world in two, and only one side avoids a kennel. A pet from a scheduled country walks out once the file is clean; everything else is detained.
The March 2026 DVS notice runs to twenty-two jurisdictions, and the European ones include the United Kingdom, Eire, Sweden, Austria, Belgium, Germany, Portugal, Greece, Luxembourg, the Czech Republic, Malta, Slovenia, Estonia, Montenegro, Bulgaria and Lithuania.
Switzerland is surrounded by scheduled countries and is not one of them, so advice from a colleague who moved from Munich or Vienna does not transfer.
Switzerland Against Its Neighbours on Malaysia’s Country Lists
| Departure country | Malaysia’s classification | Quarantine on arrival | What it means in practice |
|---|---|---|---|
| Switzerland | Not listed | Seven days minimum | Kennel booked and paid before the permit is lodged |
| Germany | Scheduled | Released after clearance | The advice a German colleague gives you does not apply |
| Austria | Scheduled | Released after clearance | A three-hour drive changes the whole file |
| Sweden | Scheduled | Released after clearance | Rabies status alone does not decide Malaysia’s list |
| France and Italy | Not listed | Seven days minimum | Driving across a border to fly changes nothing |
| Belgium | Scheduled | Released after clearance | Residency and origin are checked, not the boarding gate |
Compiled from Malaysia’s Department of Veterinary Services country lists reissued on 13 March 2026 and the regulations for the importation of dogs and cats from non-scheduled countries. Country lists are revised without notice, and Malaysia assesses where the animal has resided rather than the airport it departs from, so confirm the current position before any booking.
Flying out of Munich or Vienna does not turn a Swiss-resident dog into a scheduled-country dog, because MAQIS assesses residence history. See our explainer on scheduled and non-scheduled countries sets out what each status changes.

Why the Swiss export certificate is the long pole
Switzerland only allows health certificates that the Federal Food Safety and Veterinary Office has validated. Where none exists for the destination, the exporter obtains that country’s conditions and hands them to the cantonal enforcement authority, which assesses and signs.
This is the biggest difference between a Swiss departure and a Gulf one, and almost nothing written for owners explains it. The Federal Food Safety and Veterinary Office is explicit on its export to third countries guidance: only certificates it has validated may be used. Obtaining the destination’s conditions is the exporter’s job, and those conditions go to the cantonal enforcement authority for assessment. Where no validated certificate exists, the office warns the process can take several months.
That is where Swiss timelines are won or lost. In practice families are not waiting months, because the working route is different:
- Bring Malaysia’s requirements to the canton in writing. The office assesses what Malaysia asks for; it does not research it for you.
- Use the Malaysian import permit as the source document. It states the conditions the certificate must satisfy, which is why it is obtained first.
- Book the cantonal appointment early. Offices are small, and the signing veterinarian is not available on demand in the last week.
- Keep the clinic and the canton separate. Your vet performs the examination; the cantonal authority makes the document official.
Cantonal contact details sit on the association of cantonal veterinarians directory, and the one that matters is your canton of residence, not the canton you fly from.
The paper chain out of Switzerland, step by step
Six steps stand between a Swiss living room and a Malaysian arrival hall, in a fixed order. Four happen before a single clinical appointment is booked, which is why files that start at the vet run late.
Typical Lead Time Per Step on a Zurich to Kuala Lumpur Pet File
| Step, in order | Relative lead time | Days | Controlled by | If it starts late |
|---|---|---|---|---|
| Breed check with MAQIS and the carrier | 5 | MAQIS and the airline | Everything after it rests on a guess | |
| Quarantine reservation and deposit | 14 | Quarantine station | No booking number, so no permit | |
| MAQIS import permit through an agent | 10 | MAQIS | The canton has nothing to assess | |
| Cantonal assessment of Malaysia’s conditions | 10 | Cantonal veterinary office | The step most owners never budget for | |
| Cargo booking on a connecting routing | 7 | Airline cargo | Live-animal space on the sector is gone | |
| Examination and certificate signing | 7 | Clinic, then the canton | Malaysia rejects an out-of-window certificate |
Illustrative planning model built from My Pet Mover’s own file handling on European routes, read against the FSVO guidance on exports to third countries, the Malaysian quarantine booking rule and the non-scheduled country import regulations. Bars are scaled against the longest step. Cantonal turnaround varies by office and by how completely the Malaysian conditions are presented; a restricted breed adds a written approval ahead of all six steps.
Read the two red bars together. The cantonal assessment and the final examination sit at opposite ends of the file, and the second cannot start until the first has produced a certificate to sign.
What Malaysia’s health certificate has to certify
Malaysia’s non-scheduled regulations set out statements the exporting authority must certify, and a Swiss pet passport does not contain them. The passport supports the file; it never replaces the certificate.
A pet passport records history: chip number, vaccination dates, the vet who gave them. Malaysia’s certificate makes present-tense declarations by an official veterinarian about the animal’s health on the day of examination, its freedom from disease and its fitness to travel. The difference is structural.
It must line up with three other documents at KLIA. Any mismatch stalls the consignment:
- The microchip number must match the permit, passport and physical scan, as covered in microchip rules for pets entering Malaysia.
- The rabies vaccination must be current on travel day and given after the chip, per Malaysia’s rabies vaccination rules.
- The examination date must fall inside Malaysia’s pre-departure window, which makes the certificate the last document produced.
The full set sits in our pet import documents checklist, and the certificate itself is unpacked in the veterinary health certificate for Malaysian entry.
Breed: two gatekeepers, and neither of them is Swiss
Malaysia bans the Akita, Japanese Tosa, Pit Bull family, Dogo Argentino, Fila Brasileiro and Neapolitan Mastiff, and restricts the German Shepherd, Rottweiler, Doberman, Bull Terrier, Bull Mastiff and Perro de Presa Canario. The airline applies its own list, and cantonal breed rules bind neither.
Switzerland regulates dogs at cantonal level, so owners of larger breeds expect a licence or a temperament test to be the obstacle. None of that counts in Kuala Lumpur, where the list is a flat rule applied to the breed on the pedigree certificate. A restricted breed needs written approval from the MAQIS Director General before the permit application, plus a premises inspection, which our guide to banned and restricted dog breeds in Malaysia sets out in full.
The second gate is the carrier. Snub-nosed dogs and flat-faced cats face carriage limits set by no government, and on a routing with a hub stop they apply twice, as covered in flying snub-nosed breeds.
Quarantine is booked before the permit, not after
Pets from a non-scheduled country are detained for not less than seven days, extendable to six months on risk assessment. The reservation is made fourteen days before the import date, in person at the station with a non-refundable deposit, and its number conditions the permit.
Swiss families almost always contact us with a flight already chosen, because the rest of the relocation was planned that way. The order has to invert here. The KLIA animal quarantine station works on confirmed slots and a paid deposit, and the form is completed at the station office in Malaysia while you are still in Zurich. That gap is what an agent fills, and the mechanics sit in reserving a KLAQS quarantine slot.
Seven days is a floor, not a promise. Both figures circulate online, and we set out where each comes from in Malaysia’s seven-day and fourteen-day quarantine rules, price it in what pet quarantine in Malaysia costs, and describe the week in life inside a KLAQS quarantine stay.

There is no non-stop from Zurich, so the routing is a decision
No airline flies non-stop between Zurich or Geneva and Kuala Lumpur, so every Swiss pet changes aircraft somewhere. Malaysia expects arrival at a prescribed entry point on a clean routing, which makes the hub a paperwork decision rather than a price one.
On Gulf routes the advice is simple: pay for the direct sector. A Switzerland to Malaysia pet move has no such option, so the question becomes which stop costs least in risk.
Hub Options Out of Switzerland, Grouped by What the Stop Adds
| Hub | Handling at the stop | Documentation risk added | Trade-off |
|---|---|---|---|
| Single carrier, one ticket, animal stays in transit | |||
| Gulf hub, one operating carrier | Airside transfer with live-animal facilities | Lowest; no third-country import | Usually the cleanest file, rarely the cheapest fare |
| Asian hub, one operating carrier | Airside transfer, short onward sector | Low, if the stop stays airside | Long first leg, gentle second one |
| Two carriers or an overnight stop | |||
| European hub, interline handover | Consignment re-accepted by a second carrier | Second acceptance check on the same file | Two chances to be refused instead of one |
| Any hub with an overnight layover | Animal housed at a transit facility | Transit-country conditions may apply | Rest for the animal, paperwork for you |
| Not worth the saving | |||
| Cheapest itinerary with two stops | Two transfers, two acceptance points | Highest; each stop is a separate rule set | The fare saved is smaller than one delay |
| Entry into Malaysia away from KLIA | Handled outside the main animal station | Entry point must be the prescribed one | Convenience that the permit may not allow |
Compiled from My Pet Mover’s own routing decisions on European origin files, read against Malaysia’s regulations for the importation of dogs and cats from non-scheduled countries and published airline live-animal acceptance conditions. Carriers change their live-animal policies and seasonal embargoes without notice, so a routing is only confirmed once cargo space is held on each sector.
We book the Gulf option most often, for a reason unrelated to comfort: one carrier owns the animal end to end, so there is a single acceptance check. The same hubs run the files in our Qatar to Malaysia pet import guide and our Dubai to KL pet import steps, both worth reading because your pet will sit in one of those terminals for a few hours. Transit rules deserve a look before booking, and they are covered in pet flight layovers and transit rules. If a non-KLIA entry point is tempting for family reasons, read whether pets can enter Malaysia through Penang or Johor Bahru first.
Crate, cargo and the Zurich animal facility
Zurich is one of the better departure airports in Europe for a pet, with a dedicated animal facility at the cargo hub. The crate must still meet IATA specifications, and the animal should have slept in it for weeks beforehand.
This part of a Swiss move goes well. Swiss WorldCargo reports around 20,000 animals fly with SWISS each year through Zurich and Geneva, handled at a climate-controlled animal care centre where they leave the kennel between sectors.
The crate does the rest. It must meet IATA specifications, carry a 24-hour emergency number, and let the animal stand, turn and lie down. Owners routinely buy one size too small, which is why our guide to measuring a dog for an IATA crate exists.
Winter departures can meet cold-weather acceptance limits while the arrival end is tropical, so the seasonal picture runs at both ends, covered in airline heat embargoes. Owners also ask about the cabin; the answer on this routing is no, as explained in cabin versus cargo versus excess baggage.
A ten-week countdown from Switzerland
Ten weeks is a comfortable Swiss timeline, two longer than a Gulf departure, and the extra fortnight belongs to the cantonal certificate work. Six weeks is workable if the breed is unrestricted and vaccinations current.
Week by Week: A Standard Switzerland to Kuala Lumpur Pet File
| Week | What must be true by the end of it | What fails if you skip it |
|---|---|---|
| Ten weeks out | Breed cleared with MAQIS and with the carrier; chip and rabies dates checked in that order | The whole plan rests on an unconfirmed assumption |
| Nine weeks out | Cantonal veterinary office contacted and told the destination is Malaysia | The certificate question surfaces in the final fortnight |
| Seven to eight weeks out | Crate sized and bought; the animal starts sleeping in it at home | A stressed animal meets a strange box on flight day |
| Five to six weeks out | Quarantine enquiry lodged in Malaysia; target import week agreed | The week you want is already taken |
| Four weeks out | Booking form completed at the station and the deposit paid; booking number in hand | The permit application cannot be lodged at all |
| Two to three weeks out | MAQIS permit approved through the agent and handed to the canton; cargo space held on each sector | The canton has no conditions to assess and cannot sign |
| Final week | Clinical examination completed, certificate signed by the canton, original permit on the file | The pre-export examination window is missed |
| Arrival week | Consignment cleared at KLIA and transferred to the quarantine station | A weekend arrival stretches the clearance |
Illustrative planning model built from My Pet Mover’s own file handling on European routes, read against the FSVO export guidance, the MAQIS import procedure and the fourteen-day quarantine booking rule. A restricted breed adds a written approval and a premises inspection ahead of all of these, and individual timings vary with vaccination history, cantonal workload, permit processing and kennel availability.
Week nine is the whole difference between this table and a Gulf one: a single phone call made two months early. Arrival week is the shortest part of the file. A registered agent clears the consignment with MAQIS and it transfers straight to the quarantine station, as set out in pet cargo at KLIA on flight day and why you cannot DIY a MAQIS permit. Land mid-week so the quarantine clock starts that day.

Plan the return to Switzerland before you leave
Most Swiss moves to Malaysia are postings, not emigrations. Switzerland applies its own conditions to a pet returning from a third country, and re-entry is only possible by direct air transport through Basel, Geneva or Zurich.
Almost nobody thinks about this on the way out, and on a two or three year contract it matters. The FSVO states that before travelling out of the country with an animal, the conditions for re-entry must be met or the animal is likely to be refused at the border. Three points follow:
- Requirements depend on the rabies category of where you return from. A higher-risk country can mean a blood test, a waiting period and an import licence, none of them arranged in a hurry.
- Entry is restricted to Basel, Geneva or Zurich by direct air transport. A routing that lands the animal elsewhere in Europe first does not count.
- A dog acquired in Malaysia may not qualify. Switzerland forbids bringing in dogs with docked ears or tails, which matters if you adopt locally.
The Swiss pet passport stays valid and equivalent to the EU one, so you return on the document you left with. The opposite direction is covered in our Malaysia to Switzerland pet relocation guide.
Conclusion: start with the canton and the kennel
Three things decide a Switzerland to Malaysia pet import: the breed against both MAQIS and the carrier, the quarantine booking number, and a certificate the canton will sign. Settle those and the flight is the simple part.
Switzerland gives you an excellent departure airport, a recognised passport and a well-run animal facility. What it withholds is a ready-made certificate for Malaysia and a non-stop flight, which is why the Swiss file is front-loaded. Two calls in week nine, one to a cantonal office and one to Malaysia, do more for the timeline than anything bought in the final fortnight. The same pattern runs in reverse in our Malaysia to Germany pet relocation guide, and the contrast with a scheduled origin is clearest in a Sweden to Malaysia pet import, where the same animal skips the kennel entirely.
Frequently Asked Questions
Does my pet need quarantine coming from Switzerland to Malaysia?
Yes. Switzerland is not on Malaysia’s scheduled-country list in the Department of Veterinary Services notice dated 13 March 2026, even though Austria and Germany are. A dog or cat is detained for not less than seven days, extendable to six months on risk assessment.
Who signs the export health certificate in Switzerland?
The cantonal veterinary office. Your own veterinarian performs the examination, but the Federal Food Safety and Veterinary Office only permits certificates it has validated, and the cantonal enforcement authority assesses the destination’s conditions and signs the document.
Is my Swiss pet passport enough for Malaysia?
No. The Swiss passport is recognised as equivalent to the EU one and supports your file, but Malaysia requires an official health certificate carrying present-tense declarations by an official veterinarian. That certificate is the document MAQIS reads.
Is there a direct flight from Zurich to Kuala Lumpur for a pet?
No airline operates a non-stop sector between Swiss airports and Kuala Lumpur, so every pet connects through a hub. Choose a routing where one carrier holds the animal end to end, because each handover is another acceptance check that can go wrong.
Can I bring my German Shepherd from Switzerland to Malaysia?
Only with written approval from the MAQIS Director General, obtained before the permit application. The German Shepherd sits on Malaysia’s restricted list alongside the Bull Mastiff, Bull Terrier, Doberman, Perro de Presa Canario and Rottweiler. The dog must be at least three months old and hold a pedigree certificate recording the microchip code, and the Malaysian premises must be inspected.
Do I book the flight or the quarantine slot first?
The quarantine slot. It is booked fourteen days before the intended import date, needs a form completed at the station office in Malaysia and a non-refundable deposit, and produces a reservation number the permit application depends on. Choosing a flight first is why most Swiss departures slip.
How long does a Switzerland to Malaysia pet move take to arrange?
Around ten weeks is comfortable for an unrestricted breed with current vaccinations and an available quarantine slot, about two weeks longer than a Gulf departure because of the cantonal certificate work. A restricted breed needing approval and an inspection runs longer.
