Japan Export Quarantine Certificate: What MAQIS Needs

The Japan export quarantine certificate is the English-language document Japan's Animal Quarantine Service issues after inspecting your pet before departure. Malaysia's import regulation asks for a Veterinary Health Certificate from a government veterinary authority, and in Japan that authority is AQS. Your private vet's paperwork is the evidence behind the certificate, never a replacement for it.

Introduction: the document MAQIS actually reads

Quick answer

Owners leaving Japan usually arrive at the airport with a folder of vet letters. The officer at KLIA is looking for one specific item in it: the Japan export quarantine certificate, stamped by the Animal Quarantine Service. Everything else in the folder supports that certificate rather than standing in for it.

The gap costs people flights. A clinic in Setagaya can produce a beautiful health certificate, and it still will not satisfy a regulation that names a government veterinary authority as the issuer.

This guide reads both rulebooks. It sets out what the Japan export quarantine certificate must say, when it can be issued, and what has to exist first. What the Japan export quarantine certificate actually is

Quick answer

It is the English-language certificate Japan’s Animal Quarantine Service issues after inspecting your dog or cat before departure. Malaysia asks for a Veterinary Health Certificate from the government veterinary authority of the exporting country. In Japan, AQS is that authority, so one document answers both descriptions.

Malaysia’s regulation for scheduled countries opens its veterinary section plainly: the consignment must be accompanied by a Veterinary Health Certificate issued by a competent veterinary officer of the Government Veterinary Authority of the exporting country. Japan has no separate export vet service. AQS does that job.

Three documents get confused with the Japan export quarantine certificate, and none work as a substitute:

  • Your private vet’s health certificate. Necessary, but it is evidence AQS reads before issuing its own certificate.
  • The pet passport or vaccination booklet. Malaysia asks for an identification document as well, so this is additional, not alternative.
  • Form A and Form C. These belong to Japan’s import process. Going the other way, they are not what MAQIS reads.

What MAQIS requires the certificate to state

Malaysia’s scheduled-country regulation lists six things the veterinary certification must confirm: the country’s rabies status, the animal’s own import history, rabies vaccination, core vaccination, current health records, and a clinical examination within seven days of export. Identification requirements sit alongside them.

These are not general expectations. They are numbered clauses, and each has to be traceable to a document that exists before the Japan export quarantine certificate can be issued.

The seven-day rule that narrows Japan’s ten-day window

Quick answer

Japan allows export inspection any time within ten days before departure. Malaysia requires the health examination and certification within seven days before export. Book at day ten and the certificate can be three days too old on arrival, so Malaysia’s narrower window governs.

Almost nobody flags this. Japan’s published export procedure says inspection happens within ten days before departure — unless conditioned by the destination country. Malaysia is a destination country with a condition.

The practical rule: aim the inspection at five to three days before the flight. That keeps the Japan export quarantine certificate inside Malaysia’s seven days with a buffer if the appointment moves.

Booking the inspection: Japan’s fourteen-day NACCS rule

Quick answer

Japan requires the export inspection application at least fourteen days before the desired inspection date, filed through NACCS. AQS is explicit that a reservation cannot be made before an application exists, so the booking is a consequence of the filing, not a shortcut around it.

Owners read “fourteen days” and assume it means fourteen days before the flight. It is fourteen days before the inspection, and the inspection sits inside the last week. Together, that makes the application a three-week-out job.

Three details change how you plan:

  • Registration comes first. Filing runs through NACCS, which needs a user account before anything can be lodged.
  • Email is a slower fallback. AQS accepts email applications but warns that entering the data into NACCS takes time, and that messages over 14 MB and links to external storage are refused.
  • Your preferred time goes in the remarks column. The desired date and hour is requested on the application, and AQS replies to confirm.

Inspection hours at Narita, Haneda and Kansai run daily from 8:30 to 16:30, and issuing the Japan export quarantine certificate usually takes thirty to sixty minutes. That speed is exactly why the front of the process, including the MAQIS import permit for a pet from Japan, decides the schedule.

AQS asks for the animal and all the original certificates. Copies and scans are not enough at the counter, and if someone other than the applicant brings the pet, a signed Power of Attorney is required as well.

AQS publishes both the export application form for dogs and a Power of Attorney template. One warning is worth taking seriously. AQS may contact your vet or the testing laboratory without notice to verify a certificate. Where counterfeits are found, no Japan export quarantine certificate is issued and the animal cannot leave.

Microchip and rabies: the evidence underneath the certificate

Quick answer

Malaysia requires an ISO 11784 and 11785 microchip and rabies vaccination with an approved vaccine before export. Both belong to the private clinic stage. AQS reads the resulting certificates, and an unreadable chip on inspection day stops the process there.

The sequence matters more than the documents. A rabies vaccination given before the chip was implanted cannot be tied to the animal standing in front of the officer.

Check the chip reads before inspection day. AQS recommends it in writing, and it is a five-minute job. Chips migrate, and a scanner that cannot find one turns a routine appointment into a re-booking.

Two things a perfect certificate cannot fix

Quick answer

Breed and routing sit outside the certificate entirely. Malaysia bans seven dog breeds regardless of paperwork, and the scheduled-country regulation requires the animal to be carried by aircraft direct from Japan to the prescribed landing place. Neither condition is something a vet can certify around.

Breed is decided before any certificate exists. Malaysia ties permit approval to the breed of the dog, and the Akita and Japanese Tosa are banned outright. Routing is the quieter one. Clause 4 requires animals to be carried by aircraft direct from the listed country to the prescribed landing place. A cheaper itinerary through a non-scheduled hub can change how the arrival is treated, whatever the Japan export quarantine certificate says. Where Japan-origin certificate files actually stall

Quick answer

Across the Japan-origin files we handle, the delays cluster at the front of the process rather than at the inspection counter. Timing errors and a missing Malaysian permit account for most of them; the export inspection itself rarely fails.

Read it before deciding where to spend attention. The counter is not the risk. The calendar is.

The one question the certificate does not settle

Quick answer

A correct certificate does not fix the quarantine period on arrival. Published sources disagree about what applies to Japan-origin pets, so treat the number as unsettled and get a written answer from MAQIS for your own animal.

The honest answer is that sources conflict, and pretending otherwise helps nobody:

  • The DVS scheduled-country position. Japan appears on Malaysia’s scheduled list, updated by DVS notice in December 2025. Scheduled origins have historically attracted lighter arrival handling.
  • The 14-day claim. Several relocation and expat sites state that from 28 December 2024 all dogs and cats are held for not less than fourteen days under a revised protocol. We could not trace that wording to a DVS or MAQIS document.
  • What to do about it. Budget for a quarantine stay, then confirm the actual position in writing before booking the flight.

Sequencing the certificate against the MAQIS permit

Quick answer

The Malaysian permit comes first, because Japan’s export inspection checks the destination’s entry conditions before anything is stamped. Five steps take a Japan-origin move from the breed check to a completed certificate with nothing done out of order.

Follow these in order.

  1. Clear the breed and confirm the origin status. A banned breed ends the plan, and Japan’s scheduled-country status shapes everything downstream.
  2. Apply for the MAQIS import permit. Applications go through an authorised channel, explained in our guide to MAQIS authorised agents.
  3. Book the flight, then count backwards. Fix the inspection between five and three days before departure, then file the NACCS application at least fourteen days before that date.
  4. Take the clinical examination inside the seven-day window. The vet’s record and the AQS inspection both have to fall inside Malaysia’s window.
  5. Collect the Japan export quarantine certificate and keep it with the permit. Both are presented on arrival, alongside our pet import documents checklist.

Conclusion: one certificate, two rulebooks

The Japan export quarantine certificate is issued under Japan’s rules but written to satisfy Malaysia’s. Get the timing right and it is a thirty-minute appointment at Narita, Haneda or Kansai. Get it wrong and it becomes a new flight booking.
