Sweden is named in section B of Malaysia’s scheduled-country protocol alongside the United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Brunei and Singapore. It is the only Nordic country on that list. Denmark, Norway, Finland and Iceland are not on it.
Malaysia publishes two import protocols for dogs and cats, and which one governs your consignment decides almost everything. The scheduled-country protocol, revised on 13 December 2013 and still operative, has named Sweden since the day it was written.
Austria, Germany and Belgium joined the scheduled group through a later updating notice. Sweden joined nothing; it has been on the original eight since 2013. Nor are the two protocols a light and a heavy version of one rulebook. They are separate documents, and only a handful of clauses differ.

Clause 4 says direct by aircraft, and Sweden has no non-stop
Clause 4 of the scheduled protocol requires the animals to be carried by aircraft direct from the listed country to the prescribed landing place. No airline operates a non-stop sector between Stockholm and Kuala Lumpur, so every Swedish pet connects somewhere.
This is the clause almost no guide mentions, and the one that quietly costs Swedish owners the benefit they came for. A routing that looks like it started elsewhere invites the question at the worst moment.

Only an official veterinarian can sign the Swedish certificate
Malaysia requires certification by a competent officer of the exporting country’s government veterinary authority. In Sweden that means an official veterinarian appointed by the Swedish Board of Agriculture, and most practising vets are not one.
The Board is direct about this. Its guidance on bringing dogs, cats and ferrets out of Sweden states that only official veterinarians may issue certificates, and that not all Swedish vets hold that appointment. Booking the wrong clinic is the most common Swedish delay we see.
Four practical points follow:
- Find the official veterinarian first, then plan the dates. Their availability sets the export week, not the other way round.
- Send the certificate ahead of the appointment. They need time to check the disease statements and outbreak history.
- Expect more than one visit. Vaccinations, boosters or tests may need scheduling before anything is signed.
- They can refuse. If the animal falls short or the wording is unclear, the certificate does not get stamped.

What Malaysia asks the Swedish paperwork to say
Clause 3 of the scheduled protocol lists six statements the health certificate must carry, and two of them are about Sweden rather than about your animal. That is why a pet passport on its own never satisfies it.
A passport records history. Malaysia’s certificate makes declarations, some of them national, and a passport has nowhere to put those. The protocol’s six statements are:
- No rabies reported in Sweden in the six months before the certificate date.
- The animal was not imported into Sweden in those same six months.
- Rabies vaccination with an approved vaccine given before export.
- Other core vaccines within twelve months of export.
- Vaccination, treatment and health records up to date at certification.
- Examined and found healthy within seven days of export, with no clinical signs on shipment day.
Notice what is absent: no rabies antibody titre test anywhere in the protocol. That single omission is why a Sweden to Malaysia pet import is built in weeks rather than months.

The Swedish certificate almost nobody orders
Sweden publishes a veterinary certificate stating which animal diseases are not present in the country. It answers Malaysia’s rabies-freedom clause directly, and it is printed from the Board’s own website rather than written by your vet.
Clause 3.1 asks for a national statement, and Swedish vets are not always sure where to source one. The Board of Agriculture already supplies it: a veterinary certificate showing which animal diseases are not present in Sweden, printable when a destination asks for exactly that assurance.
Where a destination has no certificate of its own, the Board asks whether that country will accept its general health certificate for the export of dogs and cats, in writing, before travelling. Bring the approved Malaysian permit to that conversation and the question usually answers itself.
Microchip and rabies after the April 2026 Swedish change
Malaysia accepts an ISO 11784 and 11785 microchip. Sweden added its own layer from 22 April 2026, requiring animals marked in Sweden after that date to carry a chip approved by the Board of Agriculture before a passport is issued.
For most owners this changes nothing, since an approved Swedish chip is also ISO compliant. The Board’s list of approved microchips matters for animals marked in Sweden after that date, and for animals brought in from outside the EU.
The rabies sequence is where files fail, and the order is not negotiable:
- The chip goes in before the rabies vaccination. If the vaccine came first it does not count, per microchip rules for pets entering Malaysia.
- The vaccination must be current on travel day, under Malaysia’s rabies vaccination rules.
- Core vaccines sit inside twelve months of export, which catches animals on a three-year booster schedule.

Breed rules apply in full, scheduled or not
The scheduled protocol carries its own breed lists, and they are not softened by Sweden’s status. Seven breeds are banned outright and six are restricted, with the restricted ones needing written approval from the MAQIS Director General before the permit application.
Owners read that quarantine does not apply and assume the rest is relaxed. Breed is where that assumption gets expensive: approval must come before the permit application.
The restricted six are the Bull Mastiff, Bull Terrier, Doberman, German Shepherd including the Belgian and East European types, Perro de Presa Canario and Rottweiler. The dog must be at least three months old and hold a pedigree certificate recording the microchip code, and the Malaysian premises must be inspected before it arrives.

An eight-week countdown from Sweden
Eight weeks is a comfortable Swedish timeline, roughly two shorter than a non-scheduled European origin because there is no kennel to reserve. Five weeks is workable when the breed is unrestricted and vaccinations are current.

Arrival at KLIA when there is no kennel to hand the pet to
A Swedish arrival is cleared and released the same day in normal conditions. The consignment is checked against the permit and certificate at the cargo terminal, the microchip is scanned, and the animal goes home rather than into confinement.
This is the payoff, and also where the day can go wrong. Release depends entirely on the documents matching, because no holding facility is absorbing a problem while it gets sorted. A mismatch between the chip number on the certificate and the number the scanner reads stops everything.

Plan the return to Sweden before you leave
Most Swedish moves to Malaysia are postings rather than emigrations. The Board of Agriculture warns that a rabies antibody test not recorded in the passport before departure can leave an animal waiting months before it can come home.
Nobody thinks about this in week eight, and on a three-year contract it is the most expensive thing to get wrong. The Board’s export guidance is explicit: meet the re-entry requirements before travelling. Where rabies antibodies are needed and the result was not entered in the passport first, the wait can run to months.
Three things follow:
- Ask about re-entry while you are still in Sweden. The requirements depend on where the animal returns from, and the answer belongs in the file before you fly out.
- A vet outside the EU cannot write in an EU passport. If a booster falls due in Malaysia, you collect a separate certificate instead.
- A dog acquired in Malaysia is a new file. Local adoptions travel on their own paperwork, not on yours.
